Creative practitioners

Liverpool City Council is looking to create, within Culture Liverpool, a pool of practitioners to work with its creative teams to develop and deliver programmes for 2009 and 2010.
We are looking to identify people with varying levels of experience for the pool to produce, manage, co-ordinate and administrate a variety of creative projects for the 2009 and 2010 programmes. The type of project will vary considerably as will the work commitment required.
Culture Liverpool is looking for individuals and organisations who have the relevant skills and experience to carry out the following roles:

Description Creative media services
Framework Agreement for the provision of services associated with creative media services through a single Integrated Service Provider.
The Department for Children Schools and Families (DCSF) has been working closely with the Central Office of Information (COI), the Office of Government Commerce (OGC), and the Government Communications Network (GCN) to agree a strategy for rationalising the existing framework arrangements for government marketing and communications services so that more expenditure is concentrated through fewer frameworks.
This strategy envisages a two strand approach to procuring these services. The first strand is this DCSF led creative media services project. The second strand is COI's renewal of its range of marketing and communications frameworks due to expire in March 2011. DCSF will be going to market early in 2010; COI will be advertising its requirements later that year when these have been finalised following consultations with its clients.
The intention is that the DCSF arrangement will be smaller but a complementary requirement to that delivered by COI. It is anticipated that 90 % of communications procurement expenditure will be routed through COI's frameworks with 10 % delivered through the DCSF arrangement - the more strategic campaigns going through COI and the more operational campaigns going to the DCSF's framework.
Both the DCSF and COI arrangements will be pan government, fully collaborative and available for use to government departments, executive agencies, NDPB's, public corporations, local authorities, police forces, fire and rescue services, the wider National Health Service and 3rd sector, voluntary and charitable organisations as defined in their respective OJEU ads.
The DCSF offer also extends to other wider sector delivery partners including (but not limited to) educational establishments, registered social landlords, Sure Start/Children's Centres and purchasing consortia for schools, further and higher education sectors.
COI will exclusively deliver advertising and media buying arrangements.
This OJEU advertisement relates solely to the DCSF requirement.
The DCSF is seeking a supplier / consortium / partnering arrangement or similar of supplier(s) to provide and manage a range of creative media services to support marketing and communication activity across multi-channels (but not including advertising/media buying services) for its (and its partners) communications products.
The DCSF intends to award a Pan Government contract available for use by public sector bodies including but not limited to DCSF, other Government Departments and their Agencies, Non-Departmental Public Bodies, NHS Bodies, Local Authorities, Police Authorities, Emergency Services, Educational Establishments and Registered Social Landlords and other wider sector delivery partners including (but not restricted to) Sure Start/Children's Centres, purchasing consortia for Schools/FE/HE sectors and 3rd sector / voluntary / charitable organisations who may be on contract to Departments to deliver specific policies or programmes. The services may include (but are not limited to):
a) campaign and project management of creative media services;
b) account management on behalf of a range of clients;
c) supply management and sourcing of creative media suppliers, to include but not restricted to: PR agencies, complex design and branding agencies, conference and exhibition service providers, video/film making providers, photographers, writing/editorial (including web editing) providers;
d) Application of Digital Technology to the services
e) Knowledge and application of compliant creative media sourcing and delivery strategies
f) Working in partnership with other delivery agents. e.g. with the Central Office of Information (COI) or with other contractors for the production and delivery of publications (hard copy and e-copy)
g) Ability to embed new initiatives, market developments and requirements into the supply chain
h) Delivery of campaigns and ad hoc creative media services (excluding advertising and media buying)
i) Provision of intelligent management information.
j) Where applicable ensuring systems inter-operability between Departmental/key partners systems to government IT/web standards
k) Proactively managing communications delivery in line with Departmental communications strategies and procurement strategies.
l) Putting in place robust business processes from procurement to delivery through to project management of the end to end service (or parts of it according to client need).
m) Providing access to user friendly advice, guidance (and possibly training on using and accessing the contract ) through appropriate methods for all users of the contract.
n) Developing and delivering a Transition Plan including change management and communications strategies to support Departmental staff and clients in the transition to the new arrangements and as required throughout the life of the framework
o) Developing and implementing a strategy for delivering services to a wide range of clients and delivery partners.
p) Transferring all data in an agreed format to the Authority on completion of the contract.
Type of Organisation sought : One Supplier or a Partnering/Consortium arrangement for all services operating as an Integrated Service Provider. If your company cannot provide all of the services described above then you must make your own arrangements to form a consortium or work in another way with partners so that all goods/services can be provided. We would also like to strongly encourage small and medium size enterprises (SMEs) to express an interest. It is likely that the successful Integrated Service Provider will require a second tier supply base or sub-contractors to cover the breadth of services required - particularly for the specialist creative media delivery. SME's who are not able to operate as an Integrated Service Provider in their own right, or even as a key member of a consortium, may still have the opportunity to form part of a second tier supply base.
We aim to assist in the formation of consortia/partnership arrangements and in developing the second tier supply base by maintaining and circulating a list of companies who have indicated to DCSF in their expression of interest email that they wish to be put in touch with other companies to form a consortium, partnering or other supply chain arrangements.

The purpose of the conference will be to provide additional briefing prior to completion of PQQ's and facilitate a question and answer session.

London Youth Games, the charity behind Europe's largest youth sports event is inviting interested organisations to tender to become its Event Management Partner from September 2010 through to August 2013.

Description Event services
The awarding authority is offering the opportunity to operate an autumn/winter or Christmas time event at Bedgebury Pinetum in Kent and High Lodge in Thetford Forest Park, Suffolk. The basic concept for the event is to use dramatic creative lighting to illuminate a forest trail. The awarding authority has successfully promoted a similar event at Westonbirt, The National Arboretum (see http://www.forestry.gov.uk/forestry/infd-7uvcju) for over 10 years and believes that a similar event can be operated at other sites in England.
The intention is to offer a one-year permission which can be extended to three years if all aspects of the proposal are delivered in full.
